Move generic k8s services out of GCP namespace

What does this MR do?

There are a handful of services namespaced under Clusters::Gcp::Kubernetes that don't belong there - they aren't specific to GCP, and will be confusing when we introduce a second provider (AWS).

Move them one layer up to Clusters::Kubernetes.
