Remove the mdl gem as it's no longer in use

What does this MR do?

Remove the mdl gem as it's no longer in use since https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/31994 has been merged.

Removing the mdl gem will also remove a Gem dependency issue at https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/32196#note_207905350.
