WIP: Admin troubleshooting docs for LDAP

What does this MR do?

This MR moves some LDAP debugging commands used by Support to a new Admin troubleshooting section we're creating, as mentioned in gitlab-com/support/support-team-meta#1798 (closed).

Also related to https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/31368 and the content from gitlab-com/support/support-training#760 (closed)
