Add example usage of `SAST_EXCLUDED_PATHS`

What does this MR do?

Improve SAST/DS docs with example usage clarifying file exclusion.

There were a couple other minor improvements as well: the tables were missing headers which broke CommonMark formatting and I standardized the header field to Description across both docs
