Fix outdated references to soft deletion

What does this MR do?

We stopped using soft deletion for issues and merge requests in !15789 (merged), and for boards we apparently never used it.

The boards API was introduced as a community contribution in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/6646, so this was probably copy&paste and an oversight.

  2. Ensure a release milestone is set and that you merge the equivalent EE MR before the CE MR if both exist.
  3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
