Documentation: Describe where to set "Size limit per repository" for projects and groups

Rene Verschoor requested to merge docs-size-limit-per-repository into master

What does this MR do?

https://docs.gitlab.com/ee/user/admin_area/settings/account_and_limit_settings.html#how-it-works

The documentation describes where to configure the Size limit per repository for the complete instance.
The documentation also lists that this setting can be configured per project or group, but doesn't mention where to find the setting.
This MR adds a description where this setting can be found.
