Adds basic overcommit support

What does this MR do?

Adds support to overcommit.

Overcommit allows to run checks locally before committing to git. It can run rubocop on modified files and do all sorts of basic checks like commit message formatting, trailing whitespaces, etc. It can easily be extended in the future for more customized checks.

This can save a lot of CI build time by doing certain checks before pushing.
