Subscribe as non member

Rodrigo Souto requested to merge diguliu/gitlab-ce:subscribe-as-non-member into master

When logged as a non-member, a subscribe button is displayed on the project page where the notification dropdown would be. This is a togglable button between Watch/Unwatch, more or less like the label subscription.

This commit uses the infrastructure of !3115 (merged).
