Adjust headers in /university

What does this MR do?

Removes or renames duplicate headers. It is not best practice to have multiple identical headers, so this adjusts headers as necessary in /university to reduce the duplication as much as possible. Also removes some line rules that are not needed as well, and fixes list spacing in one file in /topics.
