fix handling of empty ref_name parameter string in commits api
What does this MR do?
This MR should fix #64745 (closed) . Previously there was a mechanism that should have prevented the 500 error and return the default branch or master if the ref_name was empty. I tested this and could confirm that the mechanism does not work. To fix it I added the presence method to the parameter.
