Enable the prometheus endpoint by default

What does this MR do?

Enables the environment_metrics_use_prometheus_endpoint feature flag by default. It is enabled on .com, but removal may involve some refactoring and cleanup, so we want to enable the flag for self-managed users a little faster, so they can utilize other features which depend on it.

Note that enabling environment_metrics_use_prometheus_endpoint doesn't represent a user-facing change, so a changelog doesn't make 100% sense here.
