Update Packer.gitlab-ci.yml to use latest image

What does this MR do?

This is an updated version of !24150 (closed) cleaned up for Dangerbot.

@dbalexandre The update was reviewed and approved by Kamil in the original MR, but I cherry-picked the update and opened this to clean it up. Check it out and let me know if there's anything I should do to get it merged.
