WIP: applied labels at top of dropdowns

What does this MR do?

WIP for https://gitlab.com/gitlab-org/gitlab-ce/issues/28804

The MR needs tests and checks for a broader range of dropdowns though. At the moment the solution has been tested for MR labels and search filters (see screenshots).
