Fix broken update_project_templates rake task

What does this MR do?

Looks like gitlab:update_project_templates has been broken for some while. In this MR, we

• fix a few missing methods
• make the task depend on :environment (otherwise won't run)
• add the use of a temporary namespace so the task cleans up after itself
• add the template names to update as an optional rake argument
