This MR contains code for the Spike https://gitlab.com/gitlab-org/gitlab-ce/issues/64912.

It is very likely that this MR won't be merged but we might reuse the code when it comes to the implementation of https://gitlab.com/gitlab-org/gitlab-ce/issues/63450.
