Remove svg component from Container Registry

What does this MR do?

This is to address some ~"technical debt" and remove the custom svg-component used on the Container Registry empty states. This has been replaced to use the new gl-empty-state component, which has been updated to include slots in the gitlab-ui!636 (merged) MR.
