Resolve "Multi selection for delete on registry page"

What does this MR do?

Adds multi select deletion functionality to the container registry table. You can still delete individually but you can also select multiple images to delete at the same time. Multi select is currently only available on the current page and does not persist or work across pagination.

There has been a fair bit of UX discussion around how to implement this. See the comments in #24705 (closed) for detail.
