Adding salesforce.gitlab-ci.yaml for salesforce DX.

What does this MR do?

This MR adds in a new tempalte for Salesforce DX to allow automated CI/CD with Scratch Orgs and Sandbox Orgs for Salesforce development.

The intention for this MR is to add this template as a dropdown option in GitLab EE as well as GitLab.com.
