Fix reviewer roulette for DB reviews

@mayra-cabrera correctly noticed some DB changes are detected to have a DB review, but reviewer roulette does not seem to suggest people to do that review.

This moves the conditions of database reviews to the helper and uses that in the Database Dangerfile so there will never be discrepancy.
