Reduce N+1 queries in MergeRequestsController#ci_environment_status

What does this MR do?

Improve query count performance. MergeRequestsController#ci_environment_status had:

• 27 in control, 53 queries for N+1 in 12-0-stable - see https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/30348
• 19 in control, 35 for N+1 just prior to this MR
• 14 in control, 25 queries for N+1 in this MR
