Remove group in notification email subject

What does this MR do?

This isolates the fix introduced by https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/29889 to the logic for finding the recipient email. This prevents it from changing existing behavior as seen in #63863 (closed) and #63910 (closed)

This reverts most of the spec changes in that MR
