Remove spec/features/projects/files/user_edits_files_spec.rb from quarantine

What does this MR do?

The failure in https://gitlab.com/gitlab-org/gitlab-ce/-/jobs/196331977 is similar to https://gitlab.com/gitlab-org/gitlab-ce/issues/58882 and we already have a workaround for that

So we can now move this out of quarantine
