Revert "Automatically update MR merge-ref along merge status"

What does this MR do?

Currently being discussed at https://gitlab.com/gitlab-org/gitlab-ce/issues/63101.

This MR caused a few issues that will require further changes on the way we merge to the ref (dropping hooks for instance).
