Whitelist query limiting admin usage data endpoint

What does this MR do?

This MRs is a backport of https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/14013 and allows Admin::ApplicationSettingsController#usage_data to exceed the query limit of 100 queries.

We follow the advise from https://gitlab.com/gitlab-org/gitlab-ce/blob/f813e9016daa33c82d261a8729c957d670fee0f3/doc/development/query_count_limits.md#whitelisting.
