Add column chart component to the monitoring bundle
What does this MR do?
Adds the column chart component from GitLab ui as a component for the monitoring dashboard bundle, it only adds tests and the component itself, this MR doesn't integrate it with the monitoring dashboard.
Part of breaking up the following issues: gitlab-org/monitor/general#16 (closed) https://gitlab.com/gitlab-org/gitlab-ce/issues/60008
