Migrate managed clusters that aren't using managed features to unmanaged

What does this MR do?

Sets project-level clusters that don't have an associated Kubernetes namespace to unmanaged. The absence of a namespace means GitLab has tried and failed to create one, so these clusters are unable to make use of any managed features.
