Add Go test guidelines

Motivation behind this MR

Through multiple projects in GitLab we use different ways to set up a table driven tests and every time I want to contribute to one of them I tend to forget/need to check up again what is the standard way to set up a table driven tests to be consistent. I think this is something we can improve and have some guidelines we can follow for new tests.
