Rename occurrences of project tags to topics

What does this MR do?

Project Tags were renamed to Topics in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/24219. Some occurrences were left behind.

This will rename the remaining occurrences related to project topics.
