Backport to add fields to IssueType
What does this MR do?
Backport of CE items from https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/13248
Adds common fields to IssueType as well as allowing child_complexity to be passed into the resolver_complexity method.
