Fabricate a file via the API

What does this MR do?

Attempt to fix https://gitlab.com/gitlab-org/quality/nightly/issues/42 by adding a file via the API.

The test was failing while trying to add a file via the UI, but since adding a file works (there's another test for that) we don't need to use the UI for that in this test.
