Reproduce nightly 81

What does this MR do?

By not having CODE_QUALITY_DISABLED, we now have an extra test stage job which should now cause the very symptoms described in gitlab-org/quality/nightly#81. Where the production job cannot start yet because there's some preceding jobs in earlier stages.
