What does this MR do?

Add note to documentation. The requirements section are settings that have been configured by the maintainers of gitlab.com. These are not applicable for gitlab.com users and are not configurable for them.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
