What does this MR do?

Backports schema changes in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/12713/diffs to CE.

We're moving towards a unified schema for CE and EE: https://gitlab.com/gitlab-org/gitlab-ee/issues/9686 - so I assume this is necessary / desirable now.
