Upgrade labkit to v0.3.0

Labkit v0.3.0 moves the Labkit::Tracing::GRPCInterceptor to Labkit::Tracing::GRPC::ClientInterceptor, and adds a Labkit::Tracing::GRPC::ServerInterceptor (as yet unused in gitlab-ce).
