Resolve "Resolve discussion when suggestion is applied"

What does this MR do?

This MR updates the "Apply suggestion" behavior to also resolve the discussion.

Note:

• EE Port https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/12362 (needed because of locale/gitlab.pot conflict)
• This MR does not introduce the footer suggested in #54405 (closed) because the necessary information is not available to the FE yet. Here's the follow up issue https://gitlab.com/gitlab-org/gitlab-ce/issues/61555.
