Docs: Merge EE doc/administration/monitoring to CE

What does this MR do?

Ported to EE in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/11805.

This aligns the CE and EE doc/administration/monitoring docs, as part of the effort to combine docs into a single codebase (&199 (closed)).

This MR:

  • Brings in PgBouncer information that was included in EE but not ported to CE (incorrectly, I believe). See https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/5556
  • Brings in Geo monitoring information from EE, but adds "for Geo" and a badge to make it clear the information is regarding Geo monitoring.

When both the EE Port and this MR are merged, the doc/administration/monitoring docs should hopefully be aligned between CE and EE.

Then, please merge: https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/11884, and the issue will be closed.
