Always use direct download for artifacts in jobs

What does this MR do?

Support for direct downloads in the job artifacts API was disabled by default in gitlab-org/gitlab-ee!4401, refering to a bug in gitlab-runner fixed in 10.4 (gitlab-runner!804 (merged)).

Given the lapsed time it should be fine to re-enable direct downloads always.
