What does this MR do?
This MR fixes a bug in workhorse that led to spurious log output. It is targeted to the 11-10-stable branch, as master has moved on to workhorse 8.6.0 (and soon to be updated to 8.7.0: https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/27630/pipelines).
