Adds `label_name` back as a scalar param in `IssuableFinder`

What does this MR do?

Adds label_name back as a scalar param in IssuableFinder which was removed in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/26623.

We can see in https://gitlab.com/gitlab-org/gitlab-ce/blob/master/app/finders/issuable_finder.rb#L558 that we also accept a string param here so this should be a scalar param too
