Update review.gitlab-ci.yml to fix review-stop

What does this MR do?

Following up from the fix in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/27455, this puts the <<: *review-base back into review-stop in review.gitlab-ci.yml, as it got left out during the split in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/27116.
