Add gitaly session id & catfile-cache feature flag

What does this MR do?

In gitaly!1203 (merged), gitaly added a cache to reduce the number of git processes that get spun up.

This MR adds the session id into the header so that gitaly can do caching based on it. This feature will also be gated behind a feature flag
