CE backport of merge request blocks - backend MVC

What does this MR do?

This will backport the CE parts of "Ordered merge requests": https://gitlab.com/gitlab-org/gitlab-ee/issues/9688

That includes the schema, since we're merging CE and EE schemas such that CE users will have all EE tables too.
