WIP: Removes DB deletion after every test context

What does this MR do?

Removes DB deletion after every test context.

When a test adds data outside a transaction, developers should be responsible for cleanup.

The :delete metadata can be added to force deletion after a specific context.

set here is changed to let_it_be because set doesn't handle cleanup.
