Fix MWPS doesn't work for merge request pipelines

What does this MR do?

Currently, MWPS doesn't work for merge request pipelines. Because merge request pipeline is a run on merge request refs (e.g. refs/merge-requests/:iid/merge or ../head). We should fix the look-up method.
