Consider array params on rendering MR list on dashboard
What does this MR do?
Take array params into account on rendering either MR list or "Please add filter params..." message
This fixes displaying of MRs on dashboard when filter by approvers. It's EE issue, but the code for the fix is general, so the MR is here
