Resolves "Branch name is lost if I change commit mode in Web IDE"

What does this MR do?

It fixes the issue on Web IDE: when specifying a branch name for Create a new branch but then toggle to Create a new branch and merge request the branch name was forgotten. Now branch name persists for both RadioGroup components
