Replace 'x seconds ago' with 'just now'

What does this MR do?

This Merge Request modifies the time counter on issue / MR creation so that, for the first minute, it displays 'just now', instead of 'x seconds ago'.

The seconds counter needed to be replaced because it was found to be "slightly annoying" and "distracting attention", and therefore it was decided that using "just now" for the first 60 seconds would be better.
