Move Persona section further down Feature Proposal template

Joshua Lambert requested to merge jl-move-persona-down into master

The Persona section is currently quite high in the Feature Proposal template, before you even get to Further Details or the actual Proposal itself.

Frankly, I find this distracting and sort of backwards. While important information, it is not as important as the proposal itself. The Problem/Solution pair should be together.
