Support multiple roulette roles per project

What does this MR do?

This MR changes the "review roulette" (Danger) to support multiple roles for a particular person and project. For example, in gitlab-com/www-gitlab-com!19600 (merged), we introduce a reviewer for gitlab-ce in both backend and database roles.
