Fix exports related to new templates

What does this MR do?

The vendoring process did not seem to work correctly on the exported templates. Also discovered it was exporting the GitLab team as project members, which it should not. This issue updates the vendoring script (https://gitlab.com/gitlab-org/gitlab-ce/issues/46043) and re-vendors everything to correct the issue.
